Okay, I have not reviewed the plans in detail, but it's probably a case of $174 million being spent on roads, and other complimenting infrastructure, due solely to the construction of the obummer library. (does it really have to cost this much to house comic books?) Point is, this is NOT a case of well, we needed to spend that on those roads, in proximity to the library otherwise. I can guarantee it isn't.
