I worked 10 years "for" the SBA, and we, all of us providing consulting services to small and mid-size businesses, steered our clients away from the SBA programs, unless there was simply no other alternative. Keep in mind, when all the other stuff, the facade, is stripped away, the SBA is nothing more than just another unwieldy inefficient, ineffective guvmint program...period. Many businesses smartly did not enter the PPP program, mostly because of the initial 75% retention policy making it a grant, rather than a loan. Why would a business need all, or 75%, of their staff when their business was shutdown, generating zero revenue, and then the business taking on the burden of this guvmint program? Some businesses...mid-size, WHITE OWNED, that did, now wish they hadn't. I sit on the board of one of them and our CFO is having to juggle the repayment of just a portion of it. The red tape, the hidden costs, the paperwork! is making this a nightmare. Fortunately, we'll have retired this debt by August/September...and then as the CEO stated "NEVER AGAIN!"
Obummer hamstrung the banking industry with 8 years of new regulations which then had the most impact on those marginal banking customers, including entrepreneurs and small business owners. And YES! it had a disproportionate impact on many in the minority community who lacked other assets to offset the additional requirements. While Trump did roll back many of those stupid regs, he never finished the job, leaving some in place, and only modifying others.
But, this is not the whole story as to why black-owned business might be impacted more, percentage-wise, than white or Asian businesses might be. There is 70 years of recent history that has greatly contributed to the reality of today.
Duh. The retention requirements for reimbursement were known from the beginning. With PPP, many businesses survived the pandemic while keeping people on payroll that wouldn’t have otherwise. If you want it to be a “grant” rather than a loan, you have to use the money for reimbursable things and meet the employment requirements.
And PPP was far better than an SBA loan.
Nah, the PPP was not geared toward helping businesses survive, it allowed workers to sit at home and still get paid. And the proof of that is what we are seeing right now, with businesses having trouble getting folks back to work. It did not help business owners and in fact has proven to be quite the contrary across the board.

It was also geared towards keeping rents and business loans being paid to avoid defaults.
Many black people lost their businesses when BLM and antifa rioted and looted in P0rtland, Minneapolis, and many other large cities. There were several people arrested and released and the charges against them were dropped. Biden hasn't said one thing about stopping these thugs from destroying people's property. Nobody is going to start a business right now when the government will not help them protect their business. The whore even helped these thugs destroy black businesses by bailing them out of jail and letting them back on the streets.
