No, deep state is not equal to establishment. Deep state is acting outside of your legal or stated capacity to run portions of the government (or influence portions of the government) that are designed to be run or decided by elected officials. The deep state usurps our system of government.
The budget bill is an example of the establishment. They voted for something in their legal capacity (even if it is garbage). They can be held accountable by being ousted from office in the next election. This is how this is supposed to work.

What defines, say, a FBI Director’s “legal or stated capacity”? And explain how one of our agency heads has run a portion of government “that was designed or designed to be run by elected officials”.
Do you mean they are (1) performing something that is in the expressed/implied powers of one of the other branches of government or (2) are acting within the expressed or implied powers of their branch without proper delegation?
