In Caddo Parrish we have problems with certain areas not following the guide lines and surprise they are the hot spots. The problem is the mobility so your chances of exposure can’t be sure of being relatively safe anywhere. I could see a parish by parish guidelines but all that would do is have people go to the less restrictive area . I just hope we don’t get a second wave as occurred in 1918.
