I still think they will. The fda advisory panel just didn’t think we need to take that step for the general population NOW because they are comfortable with the evidence that, outside those that were vaccinated earliest (particularly the old and compromised) our immunity is still effective at preventing severe disease and death. Or at least sufficiently so that they would rather wait to see more data before recommending it for the general population. For those most at risk, they were unanimous in their cost benefit analysis - they should get it.
And to avoid any potential fake outrage, the FDA will sometimes recommend something even when the advisory committee does not vote in favor of it.
The panel also recommended that the FDA include healthcare workers and others at high risk of occupational exposure to the virus that causes COVID-19, such as teachers.
