You are conflating two separate classes of immigrants.
Asylees that are “qualified” and are eligible for welfare are fleeing persecution (they may or may not also be looking for better economic opportunity). Illegal immigrants that just come here for better opportunity (and thus not “qualified”) is what Dawg80 appeared to be referring to in his quote. That is why I asked for him to explain what he meant.
The study that I saw listed them as non-citizens vs citizens without regard to immigration. 63% of non-citizens were receiving benefits versus 35% for citizens. I think it was done on a household basis.
It's a problem, but it's a separate (but related) issue to illegal immigration.
