What is Congress investigating besides wanting to re-litigate the Democrats Mueller report? What is their basis for investigation besides they hate Trump and they lost?

They couldn’t do a sealed indictment because they were of the opinion they did not have the power to indict. But they also did not conclude “no obstruction.” The facts that they did find support multiple cases of obstruction.

You should read the report.
