If an SU person doesn't know about Louisiana Tech, they are completely ignorant when it comes to college football. Tech, as an FBS program, has been very successful. Do they know Southern Miss, SMU, etc... or do they only know programs within their FCS conference and within an hour of B.R.?

I don't doubt those four points at all. Baton Rouge is a weird, insular, myopic place. My experience with BR has always been, the people there think nothing else exists outside of it...and anything north of Alexandria is a foreign country to them.

Well when you live in the states Capital and have two of the largest colleges in the state within 15 miles of each other. With two of the largest and best fan base, It could foster that perception.
Personally I think it has more to do with people supporting their local community. It'll be hard for you to convince me it's any different in Ruston.
If it is, than that may be the problem to your lack of fans support or at least to the level you would like to see it at.

Their main focus is regional broadcasting which will never be shown here because of contractual obligations CST has with LSU/SU.
I consider myself to be a true sports fan, although my primary focus, at least for college athletics, is the Southern Jaguars. But I can truly say I have never seen a televised sporting event involving Louisiana Tech.
