I am almost certain that Tulsa will not be #31. Tulsa was #39 in last year's preseason countdown.

No. 32: BYU

Who is No. 31? This team's preseason ranking in last summer's series is the same as the jersey number of a shooting guard who hit more than 40% of his three-point tries in eight separate NBA seasons.
Wisconsin...
Correct
No. 31: Wisconsin

Who is No. 30? This program's lone Heisman winner graduated from the same high school as a former baseball player who owns the single-season record for errors at a specific infield position.
Hint:
Schools with only one Heisman winner (many already mentioned):
Baylor: 1
BYU: 1
Boston College: 1
Colorado: 1
Chicago: 1
Houston: 1
Iowa: 1
LSU: 1
Minnesota: 1
Oklahoma State: 1
Oregon State: 1
Penn State: 1
Pittsburgh: 1
Princeton: 1
South Carolina: 1
SMU: 1
Stanford: 1
Syracuse: 1
TCU: 1
UCLA: 1
C-USA will finish ahead of the Sun Belt since Tulsa's ranking will be no lower than 29. Tulsa has not had a Heisman Trophy winner (clue for #30). To help with the list above, teams with one Heisman still on the board are LSU, Oklahoma State, South Carolina, Stanford, TCU, and UCLA.
Interesting...
I think LSU, South Carolina, and Stanford have been consistently in the top 15 the last few years.
OK State was picked to win the Big 12.
I keep hearing TCU and UCLA are supposed to have really good seasons this year.
My guess is UCLA, but I think most are expecting more from the Bruins this season.
No. 30: UCLA

Who is No. 29? This program rushed for at least 200 yards in a game seven or more times in each season from 2008-11 but did so only three times in 2012.
#29 is definitely not Tulsa...10 200+ rushing games in 2012.
No. 29: TCU

Who is No. 28? This program last appearance in a January bowl came against an opponent from the same state.
Number 28 is definitely not Tulsa -

Who is No. 27? This program is 6-1 against in-state opposition since 2010.
#27 is also not Tulsa, but Michigan State fits the clue.
