A source involved in expansion talks believes that Big Ten commissioner Jim Delany dropped a significant clue when he said Sunday that the league "could act and act again."
With Nebraska facing a Big 12 loyalty ultimatum and eager to learn by Friday whether it will be asked to apply for Big Ten membership, the source believes that Big Ten expansion will occur "in steps."
"Jim is getting his hand forced, and he doesn't like it," the source told the Tribune.
But Delany might have no other choice if he wants to reel in Nebraska.
Another source with close ties to Big Ten officials suggested the league wants to add Nebraska and stop there - at 12 teams.

Teddy Greenstein of the Chicago Tribune wrote a column last night advocating the Big 10 invite three schools, Nebraska, Notre Dame, and Rutgers. He also gave his reasons for leaving Missouri out of the mix.
Greenstein is perhaps the most well connected journalist covering this topic. I am wondering if he doesn't have sources that are telling him Missouri is already out of the mix. I am also wondering if, at this point, the Big 10's plan is to invite Nebraska. Then if and when Notre Dame accepts, they invite Rutgers, as well. If Notre Dame turns them down, they stop at 12.

If ND turns them down (I think they already have) they'll stop at 14. In 2014 when ND's TV contract runs out they and somebody else will make it 16.

That's exactly what I think will happen, too.
Look for the Big Ten (er, 11) to add Nebraska now, simply because it can. Then, Missouri and Rutgers will likely be added soon after, with 2 slots left for N Dame and someone else in 2014.
Notre Dame needs to be careful. Once the Big Ten adds team #15 & #16 (in 2014), it's all over for ND. The door is shut. The Big Ten will have to get on with completing their Big Ten TV package with or without the Irish.
