Federal government had to rely on state and local governments to be the "front lines" in disasters like this so that those at the federal level can direct federal aid to where it is needed most. Federal response has historically been slow in several cases. Many slammed Trump for saying that Governors were "own their own", which of course was false. All he was saying is that Governors and mayors have the right to get critical supplies "own their own" if they can get them quicker than the fed can respond. Governors all the time take "business trips" to foreign countries to try to get foreign business money, manufacturing etc. in their state. Why would reaching out directly to manufactures of masks, ventilators, etc. be any different?
