HOAs have rules ostensibly for the purpose of preserving and increasing home values. The management companies that manage HOAs in my area tend to be draconian with their enforcement of the rules and try to avoid making reasonable exceptions. They find it easier just to apply the rules strictly. It has nothing to do with Christmas in particular.
