I disagree with your characterization. Cell phones are not a luxury nor trivial. And the program was started by conservatives for recognizing that poverty stricken people need to find jobs, old people need to be able to reach emergency services, parents need to be reached and/or reach others because/for the child, and any other use phones have. Need a cell phone or a landline. The program subsidizes both, but you can only take one. We, as a society, recognize that people sometimes need help. Some government help is necessary but shouldn't be a way of life. This is why we have "entitlements" now. This program is funded through the Universal Service Fund.
The voter ID stuff in of itself isn't racist. But liberals view the reason for it being implemented as racist. At its core, voter ID laws are to stop people from voting. Despite the numerous free and easy opportunities, though, many people don't have an ID. Don't ask how they get anything done, because there is never an answer. But, as with a lot of other things, blacks are disproportionally represented in the no-ID-camp. Therefore, to liberals, voter ID laws are an attempt to stop blacks from voting as it was done in the past.
