I agree though that it would be difficult to include the entirety of Oachita Parish HS's in the equation.
However, losing a day of practice is worse than the expense of taking a bus trip 30 minutes away. I'll take my other half of the glass, thank you ;)

Ouachita Parish School District: WM, WO, Ouachita, Sterlington, Richwood.
Monroe City School District: Neville, Wossman, Carrolll.
You don't do deals with booster clubs. You deal with school districts. One in, all are in. i.e. when West Monroe first got turf, all the other parish schools did, too.
Same when Neville got theirs.
Ruston and Lincoln Parish (even though RHS is the only football school), I don't have the local knowledge to present so I'll step out of the discussion on them.
If what you're saying is we need to build/finance OUR OWN Title IX IPF and RENT IT OUT on our terms more power to you. Including them on the financing/building would by a nightmare IMHO.

Gotcha, thanks for the information. I agree, 4-5 would probably be the reasonable limit on the number of participants if we decided to build it with others. Renting it out to some of the schools would be an option if we were to build it ourselves (could help with local recruiting as well), or we could make it an arrangement to build it with Lincoln Parish (3 public high schools, city of Ruston, Lincoln Parish, Tech= 4 schools participating; e.g. possibly add Grambling; e.g. 40-50% Tech, 10% City of Ruston, 20% Lincoln Parish, 10-20% Grambling). Naturally, the funding source paying the most would have first rights to schedule as Champion110 suggested

Does the NCAA have any limits on something like this? Didn't they stop the JAM at the JOE?

I totally agree with this. Under the best of circumstances you probably can't get over $100K from any possible financial partner other than maybe Grambling or Lincoln Parish Schools.
School booster clubs can't come close to raising the level of money needed. School districts would likely have to float a bond package to raise any significant money, and if they are doing that voters won't be inclined to chip in to build something outside of their districts much less 30 miles away. The primary use for high schools would be for last-minute inclement weather requests, and the distance from schools outside Lincoln Parish would make that impractical.
Assuming the building would cost around $5M, if Tech has to foot more than $3M anyway it should just build with no partners and rent it out after taking care of its own needs first.

For the locals that's the only chance they have at running water and a bath. It's also to wash of the nasty off having to play Ark St.

The water falls actually serve a pretty cool purpsoe. Bacially, they make the stadium look larger from the outside with out having to put in seating that is not gonna be used.
