Seems to me, the company can just physically dismantle/remove the electronic controls, which is now under control of the Dark Side Hackers, a Russian crime syndicate. For decades and decades pipelines functioned without the need for cyber controls. Go manual.

Companies have always been responsible for their cybersecurity. Now if Biden’s DOJ won’t prosecute the responsible people it might be a different story.
