There are no "systemic" racist issues in America, unless of course you count affirmative action (which allows for discrimination on the basis of race alone). I know of no other law that addresses race as a requirement or hinderance for doing anything.
If there is a truly racist sect here in the USA, it is the one Guisslapp belongs to: the dem leftists. Their idea of racial equality is to "herd" people with identifying characteristics into "racially homogeneous communities", force them to attend failing schools within those communities, and plant abortion clinics on ever corner in those communities to ensure they stay enough in the minority to always look to the great white benefactor for help (makes them feel so powerful and altruistic).
As long as people are trying to find a current racist solution for racism that happened in the past, this is just the way it's going to be.
