Where is that happening? I have seen the exact opposite locally. Black pastors and black political/community leaders are encouraging everyone to get the shots. As I mentioned some time back I find that generally speaking blacks have done a better job of wearing masks than white people. And blacks have been vocal about other measures, like social distancing, and now are vocal about getting the shots ASAP. Perhaps that is just a Natchitoches-thing though.

In NELA. There are plenty of shots available for younger peeps. Scheduling ours for next week (ages 61 and 58)

I see most blacks wearing masks. At least 50% are wearing them improperly. They CERTAINLY aren't distancing.

Soros backed DA was sued by the Assistant DA union and a judge slapped him down with choosing which laws he wants to enforce. California's 3 strike law to enact stricter sentences on repeat offenders was something that the new DA did not want to enforce and claimed it was racist. Assistant DA's and judge said his actions were illegal and he does not get to choose which laws he wants to enforce or not. Score one for the good guys...
