Congress controls the purse string. So, I don't expect to see too much difference in spending under Trump. Some improvement, yes, but not enough to make a marked change.
Trump is not filling hundreds of positions connected directly to the administration. But, it won't save we taxpayers money. Congress will just take that money and spend it elsewhere, probably on increasing their own staffs.
While the overall federal budget will remain about the same, HOPEFULLY most of it will be allocated to more sensible programs, like building a wall, the military, maybe the space program, etc...

Here's a link to a CNN story verifying the fact that 2/3 of our U.S. Navy Fighter jets can't fly now due to repair delays and a severe lack of spare parts. It all goes back to Obama severely cutting funding for the military over the past 8 years. Now the military has got to be rebuilt, no matter what the cost. You can thank you buddy Obama for that.
By the way, this is just the tip of the iceberg. We have the same problem with our ships, other aircraft, etc... In fact, 53% of our Navy's total air fleet is grounded. Thank God Trump is coming to the rescue.

Trump and Ryan are in bed together for now. That will last about another 6 weeks at most.
The real debacle is Obamacare. The Ryan plan was more of the same. Trump still has a chance to fix it, but booty bumping Ryan while blasting the freedom caucus is a really bad decision.
Well, Trump trusted Ryan, and Ryan tried to write a bill all by himself without consulting with the many interests in the party. In that respect, Trump is responsible for trusting Ryan, but have you noticed that it is Trump meeting with the conservatives and negotiating things related to health care again?
Trump is a workaholic. If he has to do his job and Ryan's job too, he will do it if it makes him effective. Trump doesn't care what the final bill looks like (he is not an ideologue), only that it passes and fixes things. Kind of refreshing, but dangerous in that he would be willing to work with the dims and get a bill the republicans really don't like.
Ryan may never be a scapegoat again because Trump is likely to bypass him entirely in the future and work directly with the house and senate.

Gorsuch will be confirmed with 51 votes. If the repubs don't change the rules now, the dems will do it next time they have a candidate and repubs stand in the way, so changing the rules is hardly the crisis the camera whore Shumer says it is. They're just blocking him because Obama's pick was blocked, anyway.
Repeal and replace will happen, and tax cuts will as well. He's been president for a couple of months now...that is all. If nothing happens on these fronts by this time next year, then you can say business as usual, but not yet. It takes a while to turn something as big and cumbersome as the US government bureaucracy.
