Kind of a 2 edged sword..... Since it is the people's money, it has to be tracked closely. The more people distrust the government (for good reason many times), the more government has to track every dollar and everything done with that dollar. It is something that the private side does not have to worry about as much. The more everything has to be tracked, the more red tape involved and the more people complain about it. It is an endless cycle......

In most cases, I think current bid/purchase laws add to the cost of a contract instead of safeguarding public monies....
