From the article you linked. The open and public evidence is campaign rhetoric cheering bad news against his opponent. He is a populist, by definition, spouting what the audience wants to hear. The article openly admits that in itself is legal. This is about on par with the Falcons saying the graphic displayed during the OT of the Superbowl is proof of collusion between the NFL and the Patriots.
