With all the conference moves officially occurring on July 1, it got me thinking...
We've had 29 full conference mates since July 1, 2001.

What about CSU Bakersfield, Dallas Baptist & Sacramento State? I know you mentioned "full conference" mates but we didn't play a number of those teams in football that you included so I wasn't sure of your definition of "full".

Those were affiliate members of the WAC and not full members.

UT Arlington was baseball only too right? They are listed as full

They were affiliate WAC members. Just like this list of schools were C-USA affiliate members in women's rowing for 2013-2014...
Alabama, Kansas, Kansas State, Oklahoma, Sacramento State, San Diego State,Tennessee, Texas, West Virginia
I don't consider that Tech has been in a conference with any of those schools either.

UTA played basketball in the WAC in 2012-2013...that counts as full to me.

Those were baseball-only affiliate members. Dallas Baptist is a Division II school. I don't remember what conference CSUB and Sac State were in.
Schools can be full members of a conference without sponsoring various sports like football. I think the easiest way to tell full membership may be to look at the basketball standings because all DI schools sponsor MBB and WBB. For every sport that both the conference and a school sponsors, a full member will compete in the conference except for a few special exceptions with football. The exceptions are Notre Dame playing football as an independent while being a full member of the ACC. Army and Navy are full members of the Patriot league but compete as DI FBS independents because the Patriot League is DI FCS.
Seattle, Denver, and UT Arlington were full members of the WAC even though they didn't sponsor football. Old Dominion and Charlotte were full members of C-USA last year even though they didn't compete in C-USA football.
