You can transfer to the barred schools, but they can't offer you a scholarship. You basically become a walk-on player. You may lose a year of eligibility too. This is what happened to Baker Mayfield when he went from Texas Tech to Oklahoma, but the conference did come back years later and fix the rule.

McMillan is now screwed. The season starts in a few days. He isn't going to win the starting job anywhere in a few days time. He should have transferred a few months ago.

The new transfer rules are about to go into effect. If players notify their current school they intend to transfer, anyone can contact them (the current school doesn't have to give permission). They can receive a scholarship at the new school (but still have to sit a year), but they also are subject to losing their scholarship at their current school. Conferences are allowed to make stricter laws though.

Yes, not until October in Mcmillan's case.

Yes, and he is probably the only player in his position at this point in the year. There can't be too many players transferring in late August.
