That appears to be the thrust of the argument being tossed around. The Dems claim Barr is committing a crime by not revealing grand jury testimony, the Repubs say the Dems are asking Barr to commit a crime by revealing said testimony.

On the political side of this, I will point out that the Dems have been offered to view the 99% unredacted version of the Mueller Report and they have refused.
