They haven't. They may have "distributed" 10K of their allotment...by running discounted packages, and flat out giving them away to people to get a crowd. Whatever works, I guess.
Next year, our new conference will have 5 bowl tie-ins. "At Large" probably won't be an issue for us anymore.
