Scalping laws. Devalues the product (no jokes in this case, please).
All those businesses bought 'em, so they can give 'em away if they want. Well, technically, they can't sell 'em anyway, even at below face value. But, they can give 'em away. Perfectly legal.
Unless the I Bowl gave the tix to ulm, ulm can not give them away. Schools have to buy bowl tix. At whatever discount price that may be, but they still have to buy 'em. And that means no school can...
Some outside source (banks, wealthy alums, etc..) have to have bought those tix first, before they can be given away. The university cannot give away what is considered state assets.
