    I think the best way is to require FULL disclosure as to where the money goes (only for GOV. contracts). I don't think the answer should be mandatory bid-contracts at all times, for anyone, esp....

    1. That's not true. Bid-Contracts sometimes cost MUCH more than a general non--bid contract. Time can be very expensive and Bid-contracts eat up time.
