Actually San Antonio the city moved up. So did all the other “large DMA” teams in CUSA. The only one that didn’t make sense was UNT. Looks like the DMA pickers learned their lesson on ElPaso years...

They should change the portal so that a player can move to another team during the season. That makes as much sense as the crap they are doing now.
