The athletic budgets are definitely a big deal, and the existing relationship with former C-USA (now Big East) schools are important factors. But, I don't think any of the other stuff matters...

You make some good points, but your UTEP pick puzzles me. We have witnessed the western experiment blow up for the Big East and most of the schools in the nBE want to keep the league...
