Eh, they are being so broad about it that every foreign student could be considered a spy at this point.

It's very difficult to separate the spies from legitimate students because they are practically there for the same reason: to learn something, take it home, and put their learning to practice. Just so happens, as a cost cutting maneuver, the government sees fit to delegate some of their top secret research to universities.
