Top recruits won't sign with Penn State because they won't be able to play for a championship. IMHO, they won't sign with Pitt or Temple for the same reasons. I look for universities far from Happy Valley picking up the state's best recruits. That is already starting to happen.

This publicity move by the NCAA is no different than the federal government getting in the car business. The courts and PA legislature should be meting out the penalties, not an athletic body.
