He moved back and ended up working for the Trump campaign.

If that was his job, he failed miserably. Putin has a pretty bad rep here in America (and getting worse with his support of Assad).
On the other hand, he could be a pretty good source for finding out what makes Putin tick, and using his quirks against him. For starters, I didn't think Putin cared about how he was viewed in America, so that is quite a revelation and a weakness that can be exploited.
“Infiltrate”, “implant” or “embed” are not accurate descriptions of the alleged conduct of Halper.

If this were not all related to the folks that brought us IRS targeting of political opponents and tarmac meetings between the husband of a person being investigated and the AG of the USA and pre-interview exoneration letters and claims of a video causing a terror attack (while at the same time memos were being written acknowledging it was not so) and so on, I might be compelled to believe this is a nothing burger.
But since it is.....can't hurt to investigate it. And since we cannot trust the media to do anything that is not anti-Trump, the IG is a good place to start.
Usually, a claim needs to be backed up by some substance before it is investigated.
Like the Russian collusion that only seems to have been done by the democrats.

There was enough substance connecting people in the campaign to the possibility of Russia collusion to justify the investigation: Popodopoulos conversation to the Australian diplomat, the Trump Tower meeting and disclosed basis for the meeting, the timing of the release of hacked documents and connection between the hacker and Stone, the lies told by members of the campaign regarding their Russian contacts and Trump’s efforts to protect Flynn and squash the investigation not to mention Trump’s own public statements. That is a lot to support an investigation.
As compared to actually paying Russian operatives for bogus information to create a fake dossier....

You want a real conspiracy - now it is being reported that the Justice department is to reveal “highly classified” info regarding the FBI informant to Republicans but no Dems are invited. If Nunes and the usual water carriers are invited, you already know they are going to come out of the meeting misrepresenting what they learn to help Trump extend the timeframe he can keep trolling his current effort at distraction.
If the dims know, they spill the beans to the NY Times and together they work on a way to spin the story so hyperventilating conspiracy theorists like you can pretend you know things.
