They're blaming the students for not putting out the yearbook but didn't mind taking their money.

Blaming the students is pretty low. Every high school or college yearbook staff is comprised of students, but overseen by an administrator. Maybe it's a teacher/professor, or maybe it's another "grown up", but it is the job of the admin to see that the book is compiled and printed. Passing the buck always looks small, but this one might take the cake.

On a related note, I can't wait to see the jumbo yearbook they produce in 2013.
