Improper to who? That is the question to be asked now. People don't want these benefits, but once they get them, they don't want to give them up either. People are simple. You tell them they have an entitlement, they think of nothing but that part. Any regulations don't matter, they want their money. And no one should be able to take it from them once they have it because it is theirs and they need it. Nothing else matters.
