A little, no flagship status needed... Maybe just move ULM in LaTech Monroe campus, and leave open the Pharmacy and Business school...
My dream would be to be able to start a LaTech System, w/ Ruston main campus, LT-Shreveport, LTHSC-Shreveport, LT-Monroe, LT-Alex, basically own everything north of BR (w/ NSU as an alternate and focused on fine arts/music)

You obviously know nothing about the O&G business. The rules and regulations put in place by our own industry, as well as the states and fed government, are mind boggling. Few industries in the world, if any, could or would abide by the shear lunacy and volume. And yes the industry tries to go by each and every one of them.
Trust me I know plenty, come back and talk when you've had an chemical salesman try to talk you into putting a couple of drums of hazardous paraffin inhibitor in the back of his truck with the labels in so he can run it to a field that he forgot to order for, or when you're told to fudge the numbers on a QA analysis of crude so they can sell them more expensive corrosion inhibitor, or when the big oil company comes in and tries to shake your salesman down because of one injury at the plant 2 years earlier and how they'd have to drop us as a supplier... unless of course the price/gal goes down, or... it goes on and on for days. The industry might try to abide by the rules, but many of the individuals don't and when they're found out often it's just a slap on the wrist by the company if anything at all.
Rules to most of the O&G guys down here are things they follow when convenient.
But my point is that in this area of S. Louisiana/Acadiana the pervasive human nature, especially in O&G, is to circumvent/ignore rules and regulations. So I'll rephrase to be more precise,
Typical (South Louisiana/Acadiana) O&G good ole boy mentality... Rules!?!? Sha we don't need dem!
I go here about once every 2 years to see what the waste of LA's money is doing but did see this one today.
