I always heard it was true. Cocain was not made illegal until about 1936 (right when the mafia was beginning to lose money on account of legal booze. Also Seven Up had lithium.

Cocaine and marijuana were made illegal at the same time right after prohibition was repealed. Cocaine was an afterthought. I always thought it was more than coincidence, too.
