    I wish the state would say NO to them refinancing their debt just once. I would like our tax dollars which were loaned them to be repaid at some point.

    The state will make sure that a local/parish/state governmental body or organization does not default on their debt. If someone ever defaulted on their debt, like ULM, then the state would have to pay a higher interest rate on any additional debt that issue in the future. An argument can be made for preventing certain universities and Louisiana governmental bodies from issuing any additional debt that might not be repaid on schedule, but the state will make sure those universities and governmental bodies do not default on debt.
