Was there 1968-1973. Not sure how long after that.
This may be a rehash of an earlier discussion a week or so ago since y'all are always on top of things and the Leader is invariably behind. Anyway, thought someone might like to read this editorial. There is a pic of the plan and an article but you have to have a subscription to access it. http://www.rustonleader.com/node/66686 (I'm assuming the link is ok--just can't copy and paste the editorial itself?) If that link doesn't work, just go to the leader and you can read the editorial at least.
Thanks for giving us this link.

Hmm, what is a "maser" plan? Not sure how to edit and fix it. Oh, well. And i assumed this was a repeat of another recent thread, but i still thought maybe people liked to read newspaper articles. Or maybe that's just old folks like me.
A maser (/ˈmeɪzər/), an acronym for "microwave amplification by stimulated emission of radiation", is a device that produces coherent electromagnetic waves through amplification by stimulated emission. The firstmaser was built by Charles H. Townes, James P. Gordon, and H. J. Zeiger at Columbia University in 1953.
Yeah, what he said!
Thanks. Maybe it is a good plan after all. Hadn't thought about it being an actual word, but I play a word game online and should know by now that most any combination of consonants and vowels will make an actual word, weird as they may seem. But then any of you crossword people would know that.
