This unofficial statement was made by a high ranking official (and I am paraphrasing)...
There are plans for the ribbon board but we will need private donations to acquire it in this phase. If they can't secure those, then it will come later after funds have been raised for it. Estimated cost was around $500k.

This was in part the response to my follow-up question about where a play clock will be located. The first part of the response was...we are only required to have a play clock.

I imagine the Davison Sports Center/Complex and The Joe will be a work in continuous progress. . . .pay as we have donations.
