    And with just under 3MM population (roughly 2/3 of La's), it's easier to justify in Ark.

    Yep. That's what I was going to say. Nebraska has a private school in the BIG EAST (Creighton), and Nebraska's only other DI school is a recent move-up in Nebraska-Omaha (non-football). The entire state of Nebraska only has 1 DI FBS/FCS football team.
