Exactly....... Chuck is right too. They do not want an Auburn/Alabama or MState/Ole Miss, or Florida/Florida State or NC/NC State or Virginia/Virginia Tech, etc.... like most every other state has.
You left out the most important and most similar parallel: USC/Clemson

Population of the state is 1.8 million. There really aren't many states with 4 + million citizens that have a single "flagship" --- in the legislated, protected, no-competition sense of ours, I mean.
Even Nebraska has Creighton, which is a Catholic private university, but they are in the Big East, right?
Yep. That's what I was going to say. Nebraska has a private school in the BIG EAST (Creighton), and Nebraska's only other DI school is a recent move-up in Nebraska-Omaha (non-football). The entire state of Nebraska only has 1 DI FBS/FCS football team.
