Actually, because he didn't finish at LSU, he couldn't even start at Tech. According to Isabella, he apparently was planning to come under the graduate transfer rule.

By passing the minimal number of hours toward his degree and maintaining the appropriate overall GPA. Maybe he didn't pass enough hours to graduate but passed enough hours to keep working toward his undergraduate degree.

I'm not sure many (media included) understand the transfer rule and how it works. I've listened to a number of discussions and none of them included the "must have graduated" part of the puzzle.
