Yeah I'm not in agreement with this ploy.
It hits us (Tech parents) at an especially bad time. Semester students had already enrolled. This hits us during registration for spring quarter.

While about 20 percent of the TOPS scholarships will not be paid, the governor said it will be the universities and colleges that will absorb the loss.While LSU leads in TOPS eligible students, the University of Louisiana-Lafayette has 37 percent of its students in TOPS, Nicholls and Louisiana Tech have about 35 percent and the University of New Orleans has 23 percent. About 10 percent of Southern University’s students receive the scholarship.
Yes, the money goes into "their account". I forget what it is actually called. Not sure the semester students have received the money yet because it is usually two weeks into the quarter before we receive ours.
The threat is that the universities will not be funded for TOPS scholarships. In his typical democrat "blame somebody else" tone he is already shifting that burden/blame to the universities.
TV talking heads said Thursday night the monies are deposited in the universities accounts on the 14th day of the semester. So, that would mean winter quarter is covered at Tech, but spring semesters and spring quarters are the target.

When ulm student Bubba's tuition is requested from the state, they just won't pay it. Bubba has already enrolled at ulm and has started classes. According to JBE, ULM has to eat that cost unless we beg our reps to suck up to him and become even more cowardly.
Tech's deal is more complex since registration has not happened for Spring. I'm sure Dr. Guice will explain the process in his email.
