    Editorial: Scare Tactics with the Louisiana Budget Crisis

    When someone gives a speech and says the phrase “These are not scare tactics”, that person is likely using scare tactics.

    This was the case tonight when Governor John Bel Edwards addressed the state on the budget crisis and his plans to propose “revenue-raising measures” to fix the budget gap. John Bel Edwards took a page out of Bill Clinton’s book from 1993 and claimed that tax increases are now necessary since the budget deficit is worse than he realized.

    Many government program uses means testing to determine eligibility. Examples include agricultural subsidies, "corporate welfare" (AKA tax incentives), food stamps, medicaid, and AFDC. There are others.

    Means testing involves an examination of the financial state (assets, net worth, income, etc.) of the applicant to determine eligibility.

    Will the elected Democratic governor and Republican legislature decide that means testing the parents of TOPS applicants is a responsible way to fix the TOPS related budget problems?

    This was a proposal posted by one of the BBB members a few years ago on some ways to reform TOPS. Means testing was not included as one of the reforms, but some ideas like raising the minimum ACT score from 20 to 21, eliminating additional stipends on top of scholarships, and repayment of TOPS money by non-graduates were some ways to ease the burden of raising costs. The idea of colleges and universities competing against each other for TOPS students (a la college athletics recruiting) is also one of the proposed reforms.

    S&P upgraded Louisiana’s outlook from negative to stable this week. Moody’s did the same last month.
