I was really trying to figure out why so many conservative people on this board and others were b**ching and moaning about TOPS cuts when it looks suspiciously like an entitlement. I thought, maybe I'm wrong and didn't want to look like an idiot. It looks like a good idea to grant scholarships to the very top, has morphed into an entitlement for college students.
Crap people, pay for your own D**n college. Taxpayers shouldn't have to foot your entitlement, too. Kill TOPS. What ever is left is sent straight to the colleges to do with as they see fit.

In 1989, the original Louisiana Taylor Plan became law as a result of Mr. Patrick F. Taylor’s educational initiatives. Governor Roemer signed ACT 789 into law creating the first state-funded, merit-based college tuition program in the country called the Louisiana College Tuition Plan (LCTP).
In 1992, the program was renamed the Tuition Assistance Plan (TAP) by ACT 887 and ACT 718.
In 1997, Governor Foster signed into law ACT 1375 and ACT 287 changing TAP to the Tuition Opportunity Program for Students (TOPS)
In 2008, Governor Jindal signed ACT 652 renaming TOPS the Louisiana Taylor Opportunity Program for Students in honor of Mr. Taylor.
Do people really compare this kid to Trent Taylor?? He is 5 inches taller and 20 pounds heavier. Also he is a burner with legit 4.4 speed. He is closer to Carlos Henderson than Trent Taylor. A 2017 WR corp of Henderson, Tarzan, Kam McKnight, and Quinn could be dangerous.
