I will admit I pushed for the money to be restored to the rural hospitals -
I found away to pay for my education for two 4 year degrees and my dad was a pastor of a very small church with 5 kids - kids today can do the same
The money wasn't for "charity hospitals" it was for the rural local hospitals that serve the populace through out the region

It was not an either/or vote. It was punishment by our governor that could have been worked out, but our legislators are too cowardly to stand up to him.
The cuts did not have to be made to health and hospitals, but our governor knew that even republican legislators from rural areas would vote his way if he made the threat.
This is an example of what caused the panic...
Rep. Malinda White, D-Bogalusa, told Morris that her district has a lot of poor residents who rely on safety net health care services provided through the state’s contract with Our Lady of the Angels hospital in Bogalusa. She said she sees the issue as one of “life or death” for her constituents.
“We can’t deliver our babies and we can’t save their lives so they even have the opportunity to go to college if you cut our hospitals,” White said. “This isn’t the time to try to save TOPS; this is the time to save our hospitals, to save lives.”
So . . . the voice of the Indians and an attorney who has handled a significant amount of legal work for Tech voted against TOPS. Right?

Natch Parish has been sliced and diced thru gerrymandering, such that we have three, yes THREE, reps with a piece of the parish. Frankie Howard, of Many, voted to support TOPS, and Kenny Cox, of Coushatta, and Terry Brown, of Colfax voted to slash TOPS in favor of the hospital funding option.
BTW, that is correct, Natch Parish is represented by three reps, NONE of who live in the parish. But, NSU is in Natch Parish, so hopefully, voters will remember this next time Cox and Brown run.
This should have never been up for a vote as presented. The cowards allowed Katrina Jackson, who is probabaly THE worst and THE most despised rep among the group of NELa cowards, to put this up. It was all cooked up and our people are not smart enough to outsmart her and that wide eyed governor we have.
In this trophy for everybody world we live in it looks like the $72M cut will apply to all recipients...equally of course.
Obviously the cut was going to hurt Tech and Tech's enrollment, but not nearly as bad as it would have hurt some of the low quality UL system schools. They spread it out so that a guy eking out with the minimum TOPS standards will continue to get their portion, but those with the best grades will get punished to a greater extent...thus LaTech takes the greatest hit of all the UL System schools with the possible exception of LaLaff or Southeastern.
