Who votes? AD's, presidents, the commish?
I think ADs recommend and Presidents vote.
The reason #4 seed UAB got to pick their playing time (times?) two years ago is because the members voted the privilege to them.
To me, fairness dictates that the regular season champion should have a protected right when it comes to playing times. Then if they want to throw a bone to the host team, that didn't win the conference regular season title, fine let them be factored in second.
Someone more knowledgeable than me probably has a better understanding on how this has shaken out in the past. It sure seems to me UAB has received extra ordinary advantages.

If the only choices were utep & uab, there wasn't much to choose from. utep is a better venue and better run tournament but it's halfway to Siberia.
I hope they at least gave the number one seed/regular season champion the choice on playing times. Not holding my breath on that one. That's not how CUAB seems to operate.
CUSA is its' own worst enemy. The leadership seems to be doing everything they can to kill CUSA basketball. Birmingham is a run down pit hole. The shame is, there are several good cities in CUSA's footprint that are better suited for this. Nashville, New Orleans, the Dallas-Ft Worth area, Houston, San Antonio and Charlotte are all better choices with bigger media markets than Birmingham.
CUSA doesn't seem to understand that this tournament offers the conference a golden opportunity to market itself to the masses. During "tournament week", CUSA should host a local marathon race (including a 10K, 5K , etc....), a CUSA "fans" golf tournament, and other "basketball events" (e.g., 3-point shooting contest, a dunk contest, etc...) that will 1) make alumni and fans want to attend, and 2) market CUSA to the locals.
