however, a University of Louisiana System spokesperson said in a June 8 email that the board of supervisor's office didn't have a contract on file for Goff.

I would think that if a contract with a public agency is not on file, it would be near impossible to enforce any of its provisions if either party decided they didn't want to abide by it.

Yep. Because the contract was never made official, I will be shocked if Tech receives a dime of Goff's newfound "buyout."
