I'm doing this strictly from memory, so someone can "fact check" this, but as I recall re: LBJ and the garnering of the black vote for the 'craps (1964) it was Republican votes in Congress that gave LBJ his legislature victory on the Civil Rights Act.
Regardless, it was the CRA, while well-intentioned, that has led to the destruction of the black nuclear family and now has such a high percentage of blacks either totally, or partially, dependent on the federal guvmint for their financial survival. This, in turn, has generally forced blacks to continue to support the party, the 'craps, that caused their plight.
Now, it is true, that under a (D) president, Billy Boy Klinton, thanks mostly to the Newt Gingrich led Congress, the social welfare system was modified, much to the better. That helped to fuel the strong economy for which Klinton gets credit for in the '90's.
When it comes to very bad policy, but which many people currently rely, the words of one my all-time favorite Americans, Thomas Jefferson, comes to mind:
"It is like holding a wolf by the ears. You don't like it, but you don't dare let it go."
Jefferson was referring to the institution of slavery (1830's). Most people, especially those who depended on "free" labor, could not see how it would be possible to operate large agriculture operations profitably without slave labor. They were wrong, of course.
So, as we look at the bloated social welfare state heading into 2018, thanks in large part to obummer, the worst president in history, we are faced with a similar dilemma. There are millions of American families trapped in the social welfare "slavery." I suppose we could fight another Civil War and just end ALL such federal programs....and deal with the carnage, and pick up the pieces afterwards. Or...actually follow the road map designed by Newt Gingrich and Billy Boy Klinton and reform the system again. This is where the lion's share of the national debt can be found....that and the interest on the debt. But this will require those people, most affected, to step up and support reform, and that will start in the ballot box.
