I was told 20 yard line to the 20 yard line.
15 to 15
I can see how it's 10 to 10. If you follow the aisle from the edge of the pressbox down to the field, it would be at the 15. With the stadium having a slight arc and drawing a line straight down, I can see it would be around 10 to 10.

The outside structure 'm assuming is for the elevator shafts and hasn't been put in yet, those are usually cinder block/concrete all the way to the ground, and will likely get put in after most of the lifting is completed as they get in the way of crane/concrete pumper truck reach. Once those are built they'll connect the already erected structure to them.
See picture below, there are area's on either side of the section that juts out(outlined in green), this will be where the brick vertical sections will be located.
