Following Winer’s December 23 call with Russian political operative Skosyrev, State Department official Anne Sackville-West provides a “read-out” of the call to department colleagues in which she updates the “S-Lavrov points” (Russian Foreign Minister Sergey Lavrov). The body of the read-out is entirely redacted as classified for reasons of national security or foreign policy. Despite the classification, Eric Green, then-director of the Office of Russian Affairs in the Eurasian Bureau of the State Department, forwarded the exchange via his unsecure BlackBerry to Deputy Assistant Secretary of State for the Bureau of European and Eurasian Affairs Kathleen Kavalec, to Obama Assistant Secretary of State for European and Eurasian Affairs Ambassador Victoria Nuland, and Principal Deputy Assistant Secretary John Heffern. Kavalec then responds, saying “Jonathan called me after first trying to get through to Toria and John. Summer of 1917, Russia has withdrawn from the fighting of WWI, due to their civil war. Allies, including the US, wanted our military equipment/supplies back that had been loaned to the Russians since they had been allies in the war against Germany and the Turks. The Bolsheviks refused. So, American troops were sent in to retrieve it. In one area, southern Siberia, across the bay from Japan, US troops occupied a port town and then went 60 miles inland to a military base. There, while waiting for a freight train to arrive, they were attacked by 400 Reds. There were 72 American soldiers. Caught by surprise some of our soldiers were killed as they slept in their tents. But, the Americans rallied and eventually defeated the attacking commies. The US lost 24 killed and another 22 wounded, more than half their numbers. The attacking commies lost over 200 men, killed. The rest retreated to the hills and continued sniping. A few hours later the freight train arrived, and did so with 77 US soldiers. They attacked and drove the commies away, inflicting more casualties on them. After that the commies did not try to interfere in the removing of US equipment/supplies.
