Comey made that conflict crystal clear when he testified that he intentionally leaked privileged information in order to cause a special counsel to be named.

Are you worried about the make up of his team? There is value to have a pit full of vipers coming after you and then satisfaction in chopping off their heads when nothing of substance materializes. I'm really not as long as Mueller remains in charge. He will follow the law, and when nothing comes of it, there will be no question of favoritism. Anytime I am selecting or developing a team, one of the things I want is people who will see things differently and think differently than I do.

The article at this link spells out Mueller's requirement to recuse himself from anything in the investigation related to Comey. With Comey now almost totally entangled in the entire investigation, Mueller would potentially be putting his own legal career at risk if he doesn't step aside on his own.
